Why this sits with the CPO
AI in HR decides who gets hired, who gets developed and how work is allocated. Those are people decisions with legal and reputational weight, and they cannot be delegated to a technology programme.
In practice the CPO is also the only person who can reconcile the competing pressures — cost, risk, employee trust and speed — into a single position the function can act on.
Building the business case for the board
Boards respond to three things: a quantified problem, a bounded investment and a credible risk position. A case built only on efficiency invites a debate about headcount; a case built on capability, risk control and speed to hire lands better.
Bring a baseline and a small number of measures you will report against. Committing to measurement is often what unlocks the budget.
Vision, governance and investment priorities
Say plainly what AI is for in your function and what it will never be used to decide alone. That single sentence prevents more problems than any policy document.
Then sequence the investment: fix the data and governance that everything depends on, run a small number of use cases properly, and resist funding a portfolio of pilots you cannot support.
Leading the cross-functional decisions
AI decisions in HR are never made by HR alone. IT owns the platform, Legal and the DPO own the risk position, Finance owns the case, and works councils hold real influence in much of Europe.
The CPO's job is to convene those parties early and hold one agreed position, rather than discovering three different ones at implementation.
